That’s a stretch. Dash is fast enough to not need a distraction.

Not really, if it wasn’t for Derpy’s sacrifice distracting Tempest and co. for that bit of a time, the Mane Six would have gotten captured.
That’s like saying a wide receiver deserves the praise the quarterback is being given for throwing a touchdown pass, or a centre forward deserves the praise the second striker is being given for setting up the goal; saving the world is a team sport.
So basically, Rainbow Dash deserves the praise Derpy is being given.
I fully agree with that, and I think she should be regarded as heroic for her effort; I just wish it had actually made a difference.
(not that it would have changed the opinion of all those who view Derpy solely as a clumsy retard who is incapable of not fyaying things up, but it would be nice to think she actually helped save Equestria)
She turned to look at Twilight before jumping in; it seemed pretty obvious to me she was actively trying to push the last princess out of the way.
Only if she kept that magic doohickey from hitting Twilight (and/or Rainbow Dash) as Dash was getting her out of there. I doubt the script specifies the timing of events that precisely, and I’m unsure even studying the HD release of the movie would give a definitive answer.

What can any unicorn do
Clever use of seemingly useless powers is the heart and soul of low-level Fantasy and Superhero RPGing; the most obvious response to “their shields reflect our magic blasts!” is “blast something they’re standing next to, or the floor or ceiling”, followed closely by “shoot at the guy in the second rank so the blast reflects into the back of the guy up front”. That’s the sort of thing that only occurs to most people if they think about it in advance, though, and combat is pretty much the worst place to start training for combat.
If Starlight were able to separate from the conflict for a while, I have no doubt she’d be able to formulate an effective strategy that played to Ponies’ strengths and the Storm Guards’ weaknesses, but by that point the Capital City has been thoroughly invaded and the populace are all hostages, and the Storm King definitely seems like the “ten civilian lives for the life of every one of my soldiers” type.
