Oh, that was part of a comic that went out recently about Vader. Basically it was him getting his new red lightsaber which he has to take from a jedi, so he has to look for one. He took the information in this one outpost where troopers were cleaning house and decides to be a badass instead of identifying himself as friendly. Note that this was almost immediately after he was put into his suit so I would understand if he needed to get some anger out of his system.
 
Also, no, Palpy didn’t tell them presumably to keep Vader’s existence a secret, at least until the latter presented himself.
