The UN did not exist when Nazi Germany existed, so that’s a big fail in this pic  
And joining the UN had nothing to do with a nation’s behavior or the need to be “forgiven”, it was and is a platform to tackle conflicts and international problems in a diplomatic way instead of just going to war every time. It was made to prevent wars such as WWI and WWII  
In a world without the UN the Cold War might have become pretty warm
