Adding to this: The Sith attitude ended up severely fucking them over for a while though. After all, it’s hard to have an army or stable organization when everyone’s trying to dominate each-other and fighting each-other along with their enemies. Thus leading to occasions where battles that the sith could have easily won were lost because some aspiring, power hungry moron shoved a lightsaber through the back of the one commanding the whole battle because “Power”.
 
Darth Bane brought in the Rule of Two for a reason.
 
Granted, the Old Republic era Jedi had their own problems. Like, say, a group of Jedi Knights killing their own padawans because of a bad force vision.
 
I guess what I’m trying to say is that in the Old Republic both the Jedi and Sith were kind of flawed.

And the whole idea of “You can do whatever you want” is inherently dark side. Grey Jedi were in the “Darkness is not Evil” camp. The Sith were the ones who believe that the ends justified the means, that personal power should be pursued at all costs, and that their actions were inherently correct, since they were powerful, and it is the purpose of the powerful to dominate, and the purpose of the weak to be dominated.

1: Yes. Yes they can. It is a biological reaction, not an emotional one. Nowhere in the Jedi code are Jedi forbidden to have snu-snu. They are forbidden to form attachments. One night stands are ok, more or less.  
2: In one of his Comic Book Quickirs, Linkara gives a great deconstruction of why the Jedi being forbidden to form attachments or allow themselves to feel is stupid. In any case, Episode II does answer the question somewhat. Of the Four Loves, one is outright forbidden (Eros, Romantic Love), one is partly discouraged/partly encouraged (Storge, Familial Love or Brotherhood), one is mostly encouraged (Phileo, Friendship or Camaraderie), and one is fully encouraged (Agape, Unconditional Love or as described by Anakin, Compassion).

Truly Jolee Bindo was the hero that the Star Wars universe needed. It’s not a matter of “can they” but rather “can they safely indulge”. Simple psychology (to say nothing of the SW universe’s history) pretty well demonstrates that they’re going to have those feelings one way or another. As it turns out, emotionally crippling people from early childhood leaves them unable to properly handle their emotions. Go figure.

You’d think a several thousand year old order of peacekeepers would understand that total emotional repression never works out in the long run. Especially after the 5th or 6th time it leads to an interstellar war that gets billions of people killed.
