Both and probably other options are possible as well, knowing how much she loves herself, that makes her a terribly easy target, any kind of damage could do the trick in her case. Sometimes I forget that Blue Nile herself was also in the fashion business, her using the scissors could suggest that she is going to use her actual skills in the punishment.
Her hair does not look that long here but still, not to mention the fortune she has invested on it, so Blue Nile is killing two birds with one stone: the fact that she loves her hair and the money she has invested on it to keep it fabulous, that is according to Rarity herself.
