I fully agree. It can be so easy to shove someone out of the headspace needed to believe everything in a story.

I think the bells are an attempt to do something magic while keeping it “possible in reality”, as such it fails at both - “cannot ring until willed to” ruins realism-believability, requirement to physically move it ruins magic-believability. Disbelief in them won’t be suspended - unlike if they’re fully and consistently magic.
And yet the tail is shown here embedded in the vac bed as well, completely immobilized.
Yes I think that is an oversight when the bells where created. command to ring sould mean ring especially if you can’t move your tail. And I think it can be explained with magic if thy can create things like the kindle-sprites.
That’s not what the main story says.
What it says, is that physically moving the bell is required (and the rules explicitly forbid preventing tail’s motion, so there would be a gasket on the base leaving it exposed here), it just won’t ring if moved without mental command “unlocking” it at same time. Effectively:
Move the bell, do not command it to ring: no sound.
Don’t move the bell, command it to ring: no sound.
Move the bell and command it to ring: sound.

If you read the main story, the bells are explained in detail. But to sum up, they are magical and can be rung at any time with a mental command.
Luuuubeeee. Or she has a gasket for the end of tail. Which makes little sense as wouldn’t it be better to have it at the base instead?
And I don’t get how Society’s bells work in the first place. Are they magic? Are they manually triggered? This implies they’re physically manual, but lack of describing how the mare was hitting it in that fanfic about Luna teaching how to worship stallionhood implies they’re magical and either automatic or can be made to ring with thought alone.

A better question is how one expects to move the bell itself when it, too, is being suctioned against by the latex just like her. I’m all for magic, but I don’t see any unicorns here…

1: Ponies are magic and can shape their tail and mane in ways completely impossible to do with just muscles.

How would she flick it? All of her dock (the part of her tail that is flesh, that has muscle in it) is restrained.
