The Parent Map pretty much confirms that Starlight is younger than Twilight.
Twilight’s stealing cable/internet through the mirror portal.
That’s the REAL reason why magic is leaking into the CHS world!
I personally see no reason why she would have to be older to run a town. If anything her naivety and impulsivity, not to mention her impressionability kind of suggest she’s a bit younger. Not in comparison to the Mane 6 nessarily, but she seems to make decisions like a teenager would and not nessarily like a fully grown adult.
Though of course that’s just my opinion.
When she first appeared, I automatically assumed she was older than the Mane6. In general, it just seemd really obvious. Since being reformed though, the show seems very insistent on making her seem more juvenile and less mature, for obvious reasons, and around their same age. So even though it shouldn’t have changed anything, I wonder where the writers decided to place her in the end. Like you said though, her background would make it a bit weird for her to not be older than them.

I think that because she has managed to become a matriarch of a big society and completely subvert them to her will. Plus learn amazing feats of magic without being Celestia’s personal student and not having access to resources of Canterlot Library.
That, and when she was evil, her hairstyle was more mature.
You could always use the alternate draconian metabolism headcanon too
your current filter.But think of all the wonderful exposition that would go to waste.
