Are you insinuating that originally Luna was going to be the same height and/or that the only reason she’s not is because she’s still not recovered (or that she can’t recover) from getting blasted with the Elements?
 
Still can’t figure out why you singled out the tails though.

Only thing I noticed was that the animators were too lazy to draw them differently in the second image and they just redid the coloring instead. Explains why the swirls look different because they adapted them to celestia
