I am human, hear me err.
I’d see this as more a product of Pinkie’s imagination, a model of a city she can roam around in and use as a toilet. Then, when she’s done, she could rinse away the mess she made by making an artificial cloud rain down on the city, or take a hose and clean off the streets.

In this case, I like to think that Pinkie Pie made a model of a city by herself, with little figures likely made of oat flour and straw, then went through the city she made, pretending to be some kind of monster. Then, to conclude her fun, she decided to rise up on her hind legs and march around, pretending her pee and poop were some kind of superpowers.
