The “Legend Rule” (704.5k for those of you keeping score at home) only applies to the battlefield. You can have a normal four-per-English-name in your deck (102.a). (Unless you’re playing a format that limits that, like Singleton or Commander; conversely, if you manage to draft 5+ of this one…)
I like how balanced the card actually is (while still having the appareance of being OP); since a player can not have more than one “Legendary” creature card with the same name [hence the only way to use the second “He/she LOSE” ability is if one of the other players has one too and somehow you manage to get control of it after they played it on the field AND have your own in your hand to be able to discard it].
-> In other words, the first to play it (because of its good main abilities) risks losing the game.
So, now we have went from hating Capper, to create the first small art pieces for him, to create bigger art pieces for him, to parody the heck out of the hate he got.

Basically, Grandeur was designed to give an incentive to have a full set of legends in your deck beyond an increased draw chance.

There are a lot of ways to cheat a creature into play and search for a second one.
