I made some art for my wall plates, it originally started when I saw this picture and I wanted to recreate it with Tenar. Then Railphotos gave me the idea that I should somehow make a female version, and after a bit of trial and error, I came up with the Google Chrome outlet cover.  
So I bet you all are thinking “holy crap, I want one!”. Well I’m going to make this into a YCH! For $10, I will put your OC into either of these drawings. Just email me the references at 10art1pony@derpymail.org or through skype/discord if you have me added. For an extra $5 I’ll print, laminate, and cut it out for you, and if you’re going to any conventions I’m going to, I’ll give it to you there free of shipping.  
Any race is acceptable, minor accessories are ok, as long as the pose isn’t changed.

i remember being shocked while trying to unplug something in my basement. wasn’t able to move for what felt like a minute while the current ran between my thumb and index finger because i accidentally touched the prongs because is was stuck and i couldn’t get a good grip

Here’s a page talking about counterfeit BS 1363 plugs. It shows a sleeved earth pin making no electrical connection to the mains protective earth.
 
That would have the same effect on NEMA plugs when used with almost all existing receptacles (i.e. no connection to live and neutral).
 
And yes, even on the other side of the atlantic, Clive has fans.

The sleeves are flush with the brass, so the earth pin physically could be sleeved just like line and neutral. But there doesn’t seem to be a reason to electrically, under non-fault conditions.

The hole must be much deeper, and the connector should fill it. That’s how the Schuko socket works. There’s still no connection even as it fills the hole. You also need to apply equal pressure on both holes in the socket, so it opens up. This prevents kids from inserting anything in it.
 
Indeed, I know (roughly) how Schuko and related standards work.
 
Rebuttal/aside:

NEMA 5-15P (appliance requiring ground) cannot be inserted into NEMA 1-15R (receptacle not providing ground). That’s the only thing I think Schuko gets wrong.
 
Having said that, I think there’s mechanical bits that prevent CEE 7/6 from being inserted into CEE 7/3. Fair enough.

They don’t even have rubber/plastic tips for the non contacting areas? I realize america works on about half the voltage of most of the world but that could still possibly kill you if you grab it wrong.
 
Not really, no. It used to be worse.
 
Also, what would insulating the tips even do?
 
If you’re talking about insulation sleeves that go part way up on live and neutral, no. Such a plug would make, then break contact with about half (okay, almost all) the sockets here as inserted. (it used to be all, it’s getting better!)

Yep. And the worst part is that it can never be fixed. If you put insulated sleeves on the pins, it won’t work in half the receptacles (think sleeved earth on BS1363).
 
Our new-ish receptacles are required to have shutters on… I think just live? No, it’s supposed to be both, and shuttered on the combination of live and neutral. This was required starting in 2006.
 
Even better, I have little doubt that you can easily find people complaining about “th’ gubmint comin for muh freedumbs”!  
Here’s some idiots breaking them.  
Here’s someone complaining about them and someone else describing skirting the law.

The British standards have specified sleeves and shutters since the mid-1980s. Which is nice, but we and everyone else in Europe secretly want to be using the Danish standard because it just looks so happy—♥
