The image as a whole may not strictly be pixel art itself (except by the most pedantic definition of not being vector art and therefore made of pixels), but it most certainly contains pixel art, and thus needs the tag anyway.

I guess I know what you mean? I don’t agree though. In my mind, pixel art is constrained to being made up of perfect squares. What those squares are doing or how they are presented is irrelevant from that point onward.

I don’t think the pixel art tag is quite right. Pixel art is constrained to the grid. The kind of rotation in here isn’t possible with that. This is more like rotated sprites in an engine with that capability.
