I think Celestia wants Twilight to develope a more royal size to fit her alicorn powers so she decided use her womb to incubate her.
She also thought that feeding her with Luna’s seed would accelerate the transformation so she used a spell to allow her sister to penetrate her cervix and keep crotchfeeding Twilight during the entire process.
What Celestia didn’t know is how much Twilight is supposed to grow. Every night that passes, she feels her girth growing bigger and rounder, distended by her student’s body and the liters of seed that her sister keeps pumping her every day.
Celestia feels that Twilight may eventually grow as big as Luna or even surpass her own size. If that happened, Twilight would be already too big to be able to come out her womb and thus becoming permanently stuck in her.
The thought that she might end trapping her own beloved student in her womb, like the foal she never had makes the Sun Ruler shiver in excitement.
