AJ is strong, courageous, mature, family oriented, honest, loyal, wise, caring, hard working. She runs the farm and raises Apple Bloom. She is mature.
 
Rainbow Dash is fast, agile, reckless, obligation-free, loyal(but it is always tested and it is not clear or obvious first), lazy, wayward, backward, uppity, self centered, and fast again. She works at the weather factory, she is a Wonderbolts reservist, and her dream is being famous as the rainboom maker, which is her congenital talent.  
She is unmature. This is why she is 3. and 4..

Not everyone can realize what a well-developed character Dash is. Such people only appreciate characters based on how they are on the outside and uncapable of deeper analyzing. Same with Twi.  
Fluttershy is only liked for her moe traits and lack of flaws.  
AJ is mostly liked by supremacist “saen brawneez” side of the fandom, and they’re still a minority.  
Perhaps, in these polls Twilight takes the top and AJ is at the bottom anyways.
